Kaithal Mandi — Paddy, Basmati & Wheat Selling Guide (Haryana)

Kaithal is a paddy district, and a good part of that paddy is basmati grown for private millers rather than for the MSP window. The mandi's two queues therefore run side by side in the same weeks: common paddy to the procurement agencies through an arhtiya, and basmati to rice millers on grain length and moisture.

Common paddy moves through licensed arhtiyas to HAFED, cooperative agencies and FCI at MSP, with DBT payment. Basmati is bought privately by millers and exporters, who price on grain length, moisture and variety purity. The miller's terms are stricter than the MSP window's, and the rate is usually higher when the sample meets the spec.

Paddy is the main kharif crop, with basmati varieties in the same season, and wheat follows in rabi. Paddy is judged on moisture and chaff; basmati on grain length, moisture and purity. Mixing varieties is the most expensive mistake, because the whole lot is then priced as the weaker grade.

Documents you need

  • Aadhaar of the seller, matching the land record
  • Land record (fard) for the plot
  • Aadhaar-linked bank passbook
  • J-form for MSP paddy, miller's bill for basmati
  • Weighment and moisture slips

Important warnings

  • • Basmati sent into the MSP queue is priced as common paddy, usually at a large loss. Keep the channels separate.
  • • Private millers tighten their quotes when the MSP queue is long, which is exactly the week most farmers want to sell.
  • • Moisture above the agreed limit is cut or rejected on both channels, and the reading is taken once.
  • • Two basmati varieties mixed in one lot are downgraded to the weaker one — grade by variety, not only by length.
  • • Legal commission rate: Statutory up to 2.5%; Centre pays fixed ~Rs.50.75/qtl wheat, ~Rs.50.61/qtl paddy from RMS 2026-27 — verify current notification.

How to sell your crop at Kaithal Grain Market

  1. 1

Keep basmati and common paddy in separate lots from the field onwards.

  2. 2

For basmati, talk to the miller first and agree grain length, moisture limit and rate in writing.

  3. 3

Dry the lot to the agreed moisture — around 17% for paddy — before either channel.

  4. 4

For common paddy, take the J-form and gate entry from the arhtiya and note the lot number.

  5. 5

Stay for the weighment and sampling, and take both slips.

  6. 6

Keep the miller's bill or the J-form until the payment arrives.

Say 50 quintals of common paddy at ₹2,300 a quintal — ₹1,15,000 gross. A 1.5% moisture cut and about ₹900 in labour leave roughly ₹1,12,550. The same 50 quintals as basmati at ₹3,600 a quintal would gross ₹1,80,000, and after the miller's deductions of perhaps ₹4,000 you might net about ₹1,76,000 — a much better outcome, but only with a clean, dry, single-variety lot.

Local tips

Decide the basmati lot before harvest. If it is going to a miller, harvest at the miller's moisture spec and never mix it with common paddy in the trolley. For the MSP lot, the morning arrival is everything — a paddy trolley that reaches late often waits a day.

Haryana: registration & rules recap

Like Punjab, Haryana procures through arhtiyas with DBT to the farmer's bank account. Keep the J-Form (purchase) and weigh slip safe until payment clears.

Frequently Asked Questions

Is basmati procured at MSP in Kaithal?
Kaithal is a basmati belt, and basmati is bought privately by millers and exporters on grain length and moisture — the MSP window is for common paddy only. A basmati grower's real comparison is between two millers' offers, not between the miller and the MSP.
What moisture is allowed for paddy at Kaithal?
Around 17% for common paddy, though the buyer's meter decides and millers may set their own limit for basmati. Dry the lot to the agreed figure and ask to see the reading at the gate.
How much commission is charged at Kaithal mandi?
Haryana caps arhtiya commission under the APMC rules, and the Centre pays a fixed commission on MSP grain. For a private basmati sale, agree the deductions with the miller in writing.
Why is my basmati rate lower than expected?
Short grain, high moisture or mixed varieties are the usual reasons. A lot that does not meet the miller's spec is priced down or treated as common paddy, so grade and dry before you sell.
How long does payment take at Kaithal?
MSP paddy is paid by DBT after lifting, usually in days and longer in a heavy arrival year. A private miller's payment follows the miller's own terms — get the date in writing.
Is Kaithal mandi listed on eNAM?
Kaithal is on eNAM, but the district's basmati moves to private millers and its common paddy moves through arhtiyas, so neither line is actually traded on the portal. Use the eNAM rate as a cross-check on what the arhtiya has entered on the J-form.
