How wheat & paddy selling works in Punjab mandis

Punjab is India's foodgrain basket, and its mandis run on the arhtiya (commission agent) system. From Khanna — one of Asia's largest grain markets — to Ludhiana, Amritsar, Bathinda, Patiala and Sangrur, wheat and paddy dominate arrivals. The state procures at MSP through PUNGRAIN, PUNSUP and Markfed, with FCI handling central stock. Farmers sell through licensed arhtiyas who manage weighing, payment and bank settlement. The Punjab APMC Act governs licences, and the statutory commission is capped at 2.5%.

From J-Form to payment — Punjab process

Step 1: Bring your wheat or paddy to the nearest grain market with your J-Form / land record and bank passbook. Step 2: Sell through a licensed arhtiya — they weigh your crop, issue a parchi, and handle the auction. Step 3: For MSP procurement, your land record and bank account must be linked for direct DBT payment. Step 4: Keep the parchi and payment slip until the money clears in your account.

Khanna & Ludhiana — local selling tips

Khanna grain market is busiest during peak paddy (Oct–Nov) and wheat (Apr–May) seasons — arrive early. Quality-cut (moisture, shrivelled grain) deductions are common at procurement — check your sample carefully. Arhtiya credit dues can sometimes hold sale proceeds — clear old dues before a new sale.

Three ways to be involved with a mandi

Tier 1 — Sell your own crop

Free · no licence needed

Bring your own wheat or paddy to sell in the grain market auction — no licence needed as a farmer. Check your J-Form land record status before going; the arhtiya will weigh, issue parchi, and handle payment settlement.

Tier 2 — Trade as licensed trader/agent

Licence required · fee varies

A commission agent (arhtiya) licence under the Punjab APMC Act from the Market Committee — arhtiyas are central to how Punjab procures foodgrains.

Tier 3 — Own a private mandi

Serious capital · for FPOs/investors

A private market yard licence under the Punjab APMC Act; fee + bank guarantee; the usual 5 km distance rule from an existing mandi applies.

How selling actually works in Punjab

Arhtiya-based procurement: the farmer sells through a licensed arhtiya who handles weighing, payment and bank settlement. For MSP wheat/paddy you need your land record and bank account linked for direct payment (DBT). The state also asks farmers to complete land mapping through their arhtiya before the season, and landowners can check the mapping on the Mandi Board portal emandikaran-pb.in.

MSP procurement agency: PUNGRAIN, PUNSUP, Markfed, Punjab State Warehousing Corporation + FCI.

Legal commission rate: Statutory up to 2.5% (Punjab rules); Centre pays fixed ~Rs.50.75/qtl wheat, ~Rs.50.61/qtl paddy from RMS 2026-27 — verify current cost sheet.

eNAM integration: About 79 mandis integrated — approx.

What they don't tell you — know your rights

  • • Late lifting / jute-bag shortage during peak procurement can delay payment.
  • • Quality-cut (moisture, shrivelled grain) deductions at procurement are common.
  • • Diversion: farmers not on the land record (gair-marusi) face hurdles to sell.
  • • Protect yourself: always take and keep the official weighment slip (parchi) and the auction bill for every sale — it is your proof in any dispute. Anything charged beyond the legal commission rate can be reported to the Market Committee.
