How wheat, paddy & sugarcane selling works in UP mandis
Uttar Pradesh has one of India's largest mandi networks, covering wheat, sugarcane, potato, paddy and pulses. Kanpur Naubasta, Lucknow, Varanasi Rajatalab, Agra, Meerut and Bareilly are among the busiest yards. Wheat and paddy are procured at MSP through state agencies and FCI, while sugarcane farmers sell to mills under the cane area reservation system. The UP Krishi Utpadan Mandi Adhiniyam governs market committees, and arhtiya commission is typically around 2.5%.
Token to payment — UP process
Step 1: For wheat/paddy, register at the nearest APMC mandi with land records and bank account details. Step 2: Get a token for MSP procurement — it gives you a selling window. Step 3: Sell at the mandi auction or at the procurement centre. Step 4: Sugarcane farmers sell directly to mills — payment is as per the state advisory price (SAP), not the mandi rate. Step 5: Keep your application number and weigh slip for tracking payment.
Kanpur & Lucknow — local selling tips
Kanpur Naubasta and Lucknow mandis are busiest during wheat (Mar–May) and paddy (Oct–Dec) seasons. Sugarcane payment delays by mills are common — file a grievance if payment is pending beyond 14 days. Potato farmers face glut years with distress sales below cost — check market rates before selling.
UP sugarcane SAP vs mandi price — what to expect
Sugarcane SAP in UP is ₹350–375 per quintal (varies by mill and variety). Unlike wheat/paddy which has MSP at the mandi, sugarcane has no mandi auction — farmers sell directly to mills under cane area reservation. Payment delays by mills are common; file a grievance if payment is pending beyond 14 days.

How selling actually works in Uttar Pradesh
Wheat/paddy MSP procurement uses a token/registration at the mandi and DBT to bank accounts. Sugarcane runs on a separate cane-area system — payment is per the state advisory price (SAP), not the mandi.
MSP procurement agency: UP Food & Civil Supplies + state agencies (UPPCF etc.) + FCI.
Legal commission rate: 2.5% arhtiya commission is common on procurement — verify the notified rate.
eNAM integration: Among the highest — around 125 mandis integrated (approx).
What they don't tell you — know your rights
- • Sugarcane payment delays by mills (including co-operative and private sugar mills).
- • Potato glut years: distress sale below cost of production.
- • Mandicoms charge 'dami', 'galli' and other unofficial deductions.
- • Protect yourself: always take and keep the official weighment slip (parchi) and the auction bill for every sale — it is your proof in any dispute. Anything charged beyond the legal commission rate can be reported to the Market Committee.
